Looks like maybe a bow line on a bight. Double collar, double nipping, then a single turn on top.
Mathpro73, you should put your guess to the test
–try it : tie it, and compare the looks.
We’re either seeing different things or using the terms
“collar”, “nipping”, & “turn” differently : what I see is
a twin-parts nipping, eye, AND collar, with an overhand
knot tying off the tail at the top. A bowline on a bight
had a single-part collar, and sends eye legs out at different
places.
What it appears to be, and should be expected to be --given
the users (SAR/fire)-- is a fig.8 of some sort, and here
it seems to be the “bunny ears” twin-eye variation (which
produces a triple collar of sorts, conspicuous or not depending
on how it’s dressed and seen).

Going for some better image, though, I Google’d for images
and found a site with a SET of short videos of the event.
What amazed me and put me off, at first, was that the tie-in
AT THE TOP/START of the abseil IS DIFFERENT in the tie-off:
(1) it’s a strangle knot and (2) it has a long tail that is
duct-taped to the SPart !! Huh???
After the initial rush of excitement at maybe having the key
to the latest scandal of the Royals … , it occurs to me that
it might be unlikely that there is a belay line some 600’
long, and that mid-way there was a change-over of belay
–with the 2nd, lower line being tied slightly differently
(not needing any, um, altitude tape ;D ).
The base twin-eye knot however is the same, and not
merely roughly the same but apparently the same in
its seemingly lousy dressing !!? --which is rather odd,
IMO, even if the same knot-tyer made it.
(I see in the video thumbnail of some other videos
that apparently there was a broad, window-washers
platform on the side, and this must have served as
the changeover point for belay lines!?)
The HeadCam video shows the anchor knot of the abseil
rope (white) (red is belay), and that’s also a bunny ears
but its tail isn’t apparent, as though drawn back towards
the eye and hidden by other parts somehow!?

I’ve now seen THREE different tie-in images :

He is shown at TWO launch points (and using #3 & 2, resp.,
in chronology there). One other abseiler of royal connection
is shown at the top, similarly secured (#3). She has 5 bars
in her rappel brake (2 red); the prince has as many, maybe
six?
Oh, heck, he tucks in & out the window(s : different) after only
the 8th pane/level!! Wow, was this some sort of safety point
in case a bit-off-more-than-could-be-chewed abseiler had
seriously browned the pants?! --or where the stunt double
comes into play, with the Real McCoy deployed only many
levels later for the final descent (& photo-op glory) ?!!
Ahhhh, now THERE’S my scandal! ![]()
(Except that I think that it might be visibly verifiable
at the final, low opening that the middle abseiler is the
final one, but I’ve not scrutinized the videos for that.)
