Yes, I think that knotting nomenclature is a mess.
“Overhand” as you are asking is something of a relative
term given some direction of working; this contrasts with
“overhand knot” which is a closed unit also commonly
seen and discussed (though the closure is by … the
same thing the unit is called).

Yes, that is true but it is also the case that the direction of tying may be important if the half knot is the start of another knot (eg the Zeppelin Bend) so you need to be careful with the orientation of the knot before tucking.
